2025 Budget

Our 2025 Budgetary meeting was held on Friday, November 8th at the RCC. After much thought and collaboration, the Board approved a 12% increase for our 2025 budget. While we realize this budget increase is higher than we prefer, we thought it prudent to explain our rationale.

 As many of you know Landscaping is a large majority of our overall budget. Over the last few years our irrigation was struck by lightning twice causing several weeks without water thus our lawns deteriorated significantly. In summer 2024, we took $38.0 from reserves and replaced the primary parts of the 20 old year irrigation system and added a rain sensor to the system.

In September 2024 we changed landscape services to Juarez Lawn Care.  Many of you have approached me and see a significant positive difference to our lawn and hedge maintenance. This service is 8% out of the 12% increase in the 2025 budget. The balance of the increase stems from increase in insurance/accounting, landscape improvements/tree trimming and irrigation maintenance and repairs.

Beautification of Novela

We will be working with Juarez in 2024 and 2025 to take the next step in "reinvesting” in Novela by focusing on a "prioritized lawn replacements" approach at the projected cost of $65K. We will begin by utilizing our 2024 excess cash of $18K to replace areas of 26 front lawns at the beginning of December. We will continue in 2025 by prioritizing lawns with our limited funds. Please be patient and know that we have the best interest of making our entire community beautiful. 

Our Board is committed to restoring our neighborhood to what we have come to expect while at the same time remaining transparent and maintaining a strict fiscal responsibility.

Irrigation / Landscape Update: As of September 1st, our new irrigation system is now fully functional, and Juarez Lawn Care has taken over landscaping for Novela. Exterior Home renovation requests

If you are doing any work on the exterior of your home inclusive of your Lanai, you must fill out an ARC request. This would also include Tree removal. Below are how to get to the forms including the Architectural Review Committee Guidelines (ARC) document, which are listed under “forms” on left column of our Novela website: Novelapalmira.com 

 There are Two ARC request forms on the website, one for tree removal and one for ALL other requests. 

Tree removal request form

  • A picture of the tree and the damage being done along with a letter from the tree company saying the tree is doing damage and should be removed.
  • The name of the tree you will be replacing the tree with
  • Return the form and pictures to our property manager along with the vendor’s business license and insurance.

All other ARC request form – this form is used for any changes to the exterior or landscaping of your home including the examples below.

  • Windows - If you are Installing new windows, there should be a sketch of where the windows are being installed and a picture of the windows and any specs.
  • Exterior Painting - If you are painting the exterior of your home, we need the vendor info along with the paint color name and number. Please designate which color is body and which color is trim and send with the request the paint strip showing the color. 

Reminder - SINGLE DAY WASTE COLLECTION begins Monday April 29
 

All Garbage, Recycling and Yard Waste will be collected on the same day. 

  • Please allow 3 feet between your garbage containers, recycling cart and yard waste.
  • Yard waste should be bagged or placed in a container
  • Containers must not exceed 50 pounds
  • Tree branches must not exceed six feet in length, six inches in diameter or 50 pounds
  • You can set your materials for collection at the curb the night before or not later than 6:30 am the day of your collection.
